Cary Carlisle, President of the Florida Bail Agents Association

Message from the President

Cary Carlisle

The Florida Bail Agents Association (FBAA)—the oldest association for bail agents in the United States—proudly celebrates its 54th year representing Florida’s bail agents.

Fifty-four years ago, a group of dedicated and forward-thinking bail agents recognized the need for unity. They set aside their competitive differences to create a statewide association committed to raising the standards, professionalism, and public image of the bail profession.

Their vision was simple, yet profoundly powerful: to safeguard both the bail profession and the consumer through sound legislation, ethical leadership, and an elevated standard of professionalism.

In 1972, that vision came to life with the founding of the Florida Surety Agents Association. Over the decades, the association grew, evolved, and continued to champion the interests of bail agents across the state. In 2014, reflecting its ongoing mission and expanded role, the organization adopted its current name: the Florida Bail Agents Association. These early pioneers created a living charter—our Bylaws—that still guides us today.

Today, we proudly carry on the legacy of those committed leaders—men and women who dedicated their time, energy, and personal resources to strengthen and advance our profession.

Honoring Our Past Presidents

Some of our past presidents are still with us and continue to serve; others have completed their terms and left us a lasting legacy. We honor them all today.

  • Lee Wheeler
  • Randy Parton
  • Mike Sandy
  • Jim Morris
  • Russell Baille
  • Armando Roche
  • Linda Braswell
  • Dan Amato
  • Wayne Spath
  • Mike Nefzger
  • Freddie Belton
  • Ed Sheddard
  • Brian Tunnell
  • Matt Jones
  • Mike Harrison

If any past president has been inadvertently left out, please forgive the omission. Some of these great individuals served long before many of us became members, and we gratefully trust the memories and records of those who were there. If anyone has been overlooked, please accept my sincere apology and my deepest appreciation for their service.

On behalf of all FBAA members—past and present—we sincerely thank everyone who has served this remarkable organization with distinction.

Commitment to Opportunity and Service

For too long, some believed that only a select few could lead the FBAA. Today, we know that is not true. Leadership in this association is open to anyone willing to step forward—and the opportunity is yours to take.

I joined the FBAA in 1995 and was elected to the Board of Directors the next year. Of the fifteen board members who served with me at that time, only three remain active today as elected officers. I had the honor of serving as President in 2001, and now, in 2024, I am humbled and proud to serve again. Our association has always focused on renewal, growth, and taking opportunities to make a difference.

I encourage every licensed bail agent who is a member of the FBAA to get involved—run for office, serve on committees, and share your ideas. Thanks to by-law changes passed in 1999 under then-President Wayne Spath, the old attendance requirements were removed. Today, any member willing to invest their time and energy can lead, contribute, and help shape the future of our profession.

The FBAA thrives when members like you step up—your ideas, your passion, and your leadership matter. The question is simple: Will you rise to the challenge?

Honoring Our Partners

When the founding members established FBAA, their sole purpose was to strengthen the bail profession. Even today, the “mom and pop” bail agencies remain the backbone of our association. But in a state that is now 100% corporate surety, we also recognize the vital role played by our insurance company partners.

Their involvement and financial support have made many of our achievements possible. To all the insurance companies that have supported the FBAA over the past 54 years— thank you for your steadfast partnership and trust.

Leaders Beyond Florida

FBAA members are not just leaders in Florida’s bail profession—they are recognized leaders nationwide.

Our members have held positions as presidents, board members, and committee chairs in the Professional Bail Agents of the United States (PBUS) and other national groups. The impact of the FBAA extends well beyond Tallahassee—reaching into the halls of Congress in Washington, D.C.

Legislation initially promoted and advanced by the FBAA has become a model policy in other states, adopted by both state associations and insurance commissions. It is no exaggeration to say:

“As Florida goes, so goes bail.”

A Legacy That Endures

For 54 years, this association has been the voice of Florida’s bail agents.
For 54 years, it has defended the interests of our profession.
For 54 years, it has elevated standards, promoted professionalism, and built public trust.

And with the ongoing dedication of those who have served—and those who will follow—the FBAA will keep building on this proud legacy for decades to come.

The Florida Surety Agents Association’s legacy endures—founded on dedication, honesty, and solidarity.

Respectfully,
Cary Carlisle
